结合各类突发公共卫生事件应急指挥处置的实际任务和特点,形成了市级卫生应急作业中心的“四大中心” 、“九位一体”功能的科学化、专业化的构架布局,精准描述了四大类16个卫生应急功能点的任务承载,阐明了重点卫生应急功能点的业务流程,破解了卫生应急作业中心“怎么设计、怎么建设和怎么使用”的问题,成为一个综合性、专业化、全过程、多功能的市级卫生应急作业中心,并在实战、演练、实际运用中得到检验提升和作用显现。

Combined with the actual tasks and characteristics of emergency command and disposal of various public health emergencies,a scientific and professional framework layout of "four centers" and "nine in one" functions of municipal health emergency operation center was formed,the task bearing of 16 health emergency function parts in four categories was accurately described,and the work process of key health emergency function parts was clarified.It has solved the problem of "how to design,how to build and how to use" of the health emergency operation center,and has become a comprehensive,professional,whole process and multi-functional municipal health emergency operation center,which has been tested,improved and played an important role in actual combat,drills and practical applications.
