安徽省2013年与2023年健康教育机构人力资源状况比较

Comparison of human resources in health education institutions between 2013 and 2023 in Anhui Province

摘要

目的 对比安徽省2013年和2023年健康教育专业机构人才队伍的构成情况,为开展能力建设提供科学依据。方法 通过问卷调查收集安徽省各级健康教育专业机构和专业人员信息,采用SPSS 22.0软件对比分析安徽省2013年和2023年健康教育专业人员状况及变化情况。结果 2023年安徽省共设置健康教育专业机构119家,较2013年增加46家,其中83家机构配备健康教育专业人员。卫生行政部门的业务职能主要归口2023年主要为疾控处(科)和宣传处(科)(48.74%和29.41%),2013年则以妇社处(科)和疾控处(科)为主(38.36%和35.62%)。2023年全省健康教育专业人员共171人,较2013年增加11人;2023年男女性别比为0.63∶1,与2013年(1.42∶1)相比出现反转;2023年年龄≤30岁组和41~50岁组人员比例较高(28.65%和28.07),而2013年以31~40岁组和41~50岁组占比较高(34.38%和31.25%);从业时间2023年以≤5年者比例最高,占61.40%,2013年为38.75%;最高学历始终以大学本科和大学专科为主,2023年分别占64.33%和21.05%,2013年分别占38.13%和38.75%;专业以预防医学专业为主,2023年和2013年分别占33.33%和24.38%,专业技术职称方面,2023年和2013年均以初级和中级为主,其中2023年均占36.26%,2013年分别占41.25%和31.88%。结论 安徽省健康教育机构的专职人员构成呈现年轻化、从业平均时间缩短、专业职称整体下滑的变化,难以胜任卫生事业发展提出的更高要求,应持续开展健康教育专业人员能力建设,不断提升健康教育专职人员的素养。

Abstract

Objective To compare the composition of professional talent teams in health education institutions in Anhui Province between 2013 and 2023, providing a scientific basis for capacity building. Methods Information on health education institutions and professionals at all levels in Anhui Province was collected through questionnaire surveys, and SPSS 22.0 software was used to analyze and compare the status and changes of health education professionals in Anhui Province between 2013 and 2023. Results In 2023, there were 119 health education institutions established in Anhui Province, an increase of 46 from 2013, with 83 institutions staffed by health education professionals.The main business functions of health administrative departments in 2023 were primarily under the Disease Control Department (Section) and Propaganda Department (Section) (48.74% and 29.41%), whereas in 2013, they were mainly under the Women's and Children's Health Department (Section) and Disease Control Department (Section) (38.36% and 35.62%).In 2023, there were a total of 171 health education professionals in the province, an increase of 11 from 2013; the gender ratio in 2023 was 0.63∶1,reversing from 1.42∶1 in 2013; in 2023, the proportions of individuals aged ≤30 years and 41-50 years were higher (28.65% and 28.07%), while in 2013, those aged 31-40 years and 41-50 years had higher proportions (34.38%, 31.25%);in terms of years of service, the highest proportion in 2023 was ≤5 years (61.40%), compared to 38.75% in 2013;the highest level of education remained primarily bachelor's and associate degrees, accounting for 64.33% and 21.05%,respectively,in 2023,and 38.13% and 38.75%,respectively,in 2013; the primary field of study was preventive medicine, accounting for 33.33% in 2023 and 24.38% in 2013, with professional technical titles predominantly at the junior and intermediate levels, both accounting for 36.26% in 2023, compared to 41.25% and 31.88% in 2013. Conclusion The composition of full-time staff in health education institutions in Anhui Province has shown trends towards younger age, shorter average working duration, and an overall decline in professional titles, making it challenging to meet the higher demands of health development.Continuous capacity building for health education professionals would be necessary to enhance the quality of dedicated health education personnel.
