目的 了解安徽省市县(区)级卫生应急能力。方法 对安徽省16市、62县和42区级的卫生计生行政、疾病预防控制、卫生监督、医疗等承担卫生应急的主要医疗卫生部门进行问卷调查。结果 各级政府将卫生应急体系建设纳入国民经济和社会发展规划、卫生事业“十二五”规划,将卫生应急常规工作经费列入本级财政预算,制定了各项应急预案,卫生应急办公室单独设置率达45%,卫生应急队伍组建率100%,卫生应急物资实物储备落实率达67%,全员培训率达65%,90%地区开展了卫生应急知识宣传活动,突发公共卫生事件报告各项指标达95%以上,均能有效处置突发公共卫生事件,46%的市县(区)制定了征用物资归还、补偿制度和卫生应急工作人员补助制度。市县(区)综合平均得分分别是716分、695分和601分,其中应急队伍和应急处置得分率较高,均达应得分75%以上;市级、县级和区级卫生应急能力综合评分除装备储备、培训演练外,其它项目差异均有统计学意义(P<0.05)。结论 安徽省已经建成卫生应急体系中的装备储备、善后机制亟待加强。

Objective To explore the capacity for health emergency at prefecture and county level in Anhui province and provide scientific suggestions and proofs for the government to establish the strategy. Methods CDCs, administrative departments of public health, health supervision department, hospitals at prefecture and county level in Anhui province were surveyed by questionnaires. Results All of the prefecture and county level governments had involved health emergency system construction into the national economic and social development planning, and had special fund for health emergency daily work. Among 106 units, 45% had set up separate department of health emergency office and all prefectures and counties formed the health emergency response team. The rate of health emergency stockpile management system was 67% and staff training rate was 65%. 90% of them had carried out the propaganda work of health emergency. The indicators for the health emergency were reaching 95% and all of them could effectively dispose health emergency. 46% had established expropriation of material return and compensation system and health emergency workers subsidy system. The average score of the prefectures, counties and districts were 716, 695 and 601, respectively. The score of emergency response team and the health emergency disposal had high score, which were higher than 75% of the total score. There were statistical differences on comprehensive score of health emergency ability except for equipment reserve and training. Conclusion The health emergency system in Anhui province has been basically established, but there is still a gap with national assessment standards. Therefore we should further improve the health emergency system and strengthen equipment reserve and rehabilitation mechanism. Establishing the health emergency demonstration county in whole province is our next work focus.
