目的 了解安徽省县区级卫生应急能力。方法 采用国家卫生和计划生育委员会统一设计的《卫生应急能力评估调查问卷及评估标准》,对安徽省62县和42区级的卫生计生行政、疾病预防控制、卫生监督、医疗等承担卫生应急的主要医疗卫生部门进行问卷调查并评分,将原始数据经过标准化处理,采用因子分析方法,以县(区)级为单位,计算出其得分值,建立综合评价模型,综合评价分析各地的卫生应急能力。 结果 安徽省县区级卫生应急能力综合评价模型为C=0.698C₁+0.179C₂+0.123C₃,式中:C为综合能力总分,C₁为卫生应急准备能力得分,C₂为识别善后能力得分,C₃为应急处置能力得分。县级在应急准备能力、识别善后能力和综合能力得分均高于区级,差异有统计学意义。结论 因子分析模型对县区级卫生应急能力综合评价方法科学,可行性好,可以为卫生应急能力综合评价管理提供参考。

Objective To explore the capacity for health emergency at county-level in Anhui province and provide scientific suggestions and proofs for the government to establish the strategy. Methods The questionnaire was designed by national health and family planning commission. We made a cross-sectional study on basic situation of emergency public health response by the questionnaire in 104 counties in Anhui. A capacity in public health emergency response evaluation model was developed using the factor analysis. Results A county level capacity in public health emergency response evaluation model was developed based on the factor analysis as follows: C=0.698C₁+0.179C₂+0.123C₃, where C is a total score,C₁ is a capacity score for preparedness of public health emergencies,C₂ is a capacity score for detection an aftermath emergencies,C₃ is a capacity score for disposal. Total capacities, preparedness, detection an aftermath in public health emergency response of county-level CDC were better than that of district-level CDC. And there was statistically significant. Conclusion A factor analysis, combined with the capacity for health emergency of county-level's evaluation results is scientific and feasible, which can provide reference for evaluation and management of the health emergency capability.
